What does the safety check actually look for?

After your selfie passes the on-device face check, it's screened once for a narrow set of things before it's stored or used to generate anything: nudity, sexual content, graphic violence or gore, and hateful or abusive imagery. An ordinary selfie doesn't come close to any of these.

It's a safety gate, not a taste filter
It doesn't judge lighting, angle, expression, or how flattering the photo is — only whether it falls into one of the categories above.
If it can't complete the check
A check that fails to run at all — rather than actually finding a problem — errs on the side of caution and the upload is refused. Try again; this is uncommon and usually resolves on a retry.

A refusal never spends a credit — see why was my selfie rejected for the on-device check that runs before this one.
